This is a Precious Moments Mermaids of the Month: January Figurine by Enesco. Made circa 2003. One pretty blond mermaid is sitting in her porcelain shell and holding a small shell in her left hand with an garnet in the center. (The "Garnet stone is not real.) Measurements are: 3 inches tall by 2 3/8 inches wide 2 3/4 inches deep. This very rare item is collectible and it is in like new condition. In original box. (Box has minor wear.) Please see photos.
